On 8 July 2026, EIOPA published an important package of Guidelines, draft Regulatory Technical Standards (RTS) and consultation papers supporting the implementation of the Insurance Recovery and Resolution Directive (IRRD). These publications represent another significant step towards the application of the IRRD framework from 30 January 2027.
The package includes:
- Four final Guidelines covering:
Stress scenarios for pre-emptive recovery planning;
Recovery plan indicators;
Provision of confidential information under professional secrecy;
Criteria for applying simplified obligations.
- Three draft Regulatory Technical Standards (RTS) addressing:
Independence of valuers in resolution;
Contractual recognition of resolution stay powers;
Valuation of liabilities arising from derivatives.
- Two new consultation papers on draft RTS defining methodologies for the valuation of (re)insurance undertakings and groups in the context of resolution. The consultation is open until 20 October 2026.
These publications will have a significant impact on insurers, supervisors and resolution authorities across the European Union, requiring firms to strengthen their recovery planning, governance, valuation capabilities and preparedness for the new recovery and resolution framework.
